Mr. Frankie Eugene Carter, age 76, of Waverly, TN, passed away Sunday, October 2, 2016, at Three Rivers Hospital in Waverly. Mr. Carter was born June 9, 1940, in Waverly, TN, to Williams Loys and Stella E. Thomas Carter. He was a United States Army Veteran and a retired farmer. Mr. Carter will be cremated at his request.
